Mr. Sin is a co-founder and Vice-Chairman of CMGE Technology Group (“CMGE”) (302.hk). Founded in 2009, CMGE is now the largest Chinese publisher of mobile games developed based on IPs. CMGE was listed on the NASDAQ market in the US in Sep, 2012 and it was China’s first mobile game company listed in an overseas stock exchange. CMGE relisted in Hong Kong (“HK”) Main Board in Oct, 2019. CMGE has also become a symbol of Shenzhen-Hong Kong cooperation and Greater Bay Area collaboration. Mr. Sin has also founded a venture capital fund in Shenzhen called China Prosperity Capital Fund (“CPC Fund”) in Nov, 2015. CPC Fund is widely recognized as a Top 100 VC in China nowadays.

Mr. Sin is actively participating in the IT and Youth segment community works in Hong Kong and he works closely with the HK Government and PRC State and provincial governments. From 2018 to 2024, Mr. Sin has been appointed by the HK Government as a director of Hong Kong Cyberport Management Company Limited, the Chairman of Cyberport Macro Fund and a member of the Election Committee (Technology and Innovation Subsector). Mr. Sin is the President of Internet Professional Association, the largest IT association (in terms of membership) in Hong Kong.

Mr. Sin was awarded a Young Industrialist Award of Hong Kong in 2018. Mr. Sin was recognized as one of China’s 100 Most Popular Investors as Voted by Startup Entrepreneurs from 2018 to 2022, consecutively. In addition, Mr. Sin was awarded the InnoStars Award 2021 by Our Hong Kong Foundation. Mr. Sin received a Medal of Honour awarded from the HKSAR Government in 2021. Mr. Sin has been elected as a deputy to the National People’s Congress, the highest organ of State power in China, in 2022.

Mr. Sin received his triple bachelor’s degrees in computer science/mathematics, economics and industrial management from Carnegie Mellon University (“CMU”) in May 1996, all within four years and graduated with college honors. In June 1997, Mr. Sin graduated from Stanford University with a master’s degree in engineering-economic systems and operations research. Mr. Sin is a member of CMU School of Computer Science Dean’s Advisory Board and a member of the Board of Trustees at Milton Academy.

Upon graduation and prior to starting up his own ventures, Mr. Sin had 12 years of investment banking career with various renowned international investment banks, he had led many IPO and M&A transactions for Chinese SOEs and private enterprises and completed corporate finance transactions of value over RMB50bn. Mr. Sin had over 26 years of work experience in management, finance and tech.

Yang Qiuhua, has obtained a master’s degree in Pharmaceutical Engineering from East China University of Science and Technology. He is a senior engineer. Mr. Yang Qiuhua currently serves as the vice president of Shanghai Industrial Investment (Holdings) Co., Ltd., the chairman of Shanghai Pharmaceutical (Group) Co., Ltd. and Shanghai Pharmaceuticals Holding Co., Ltd. Mr. Yang Qiuhua has extensive experience in corporate management. Prior to his current position, he served as general manager of Shanghai Sunve Pharmaceutical Co., Ltd., the vice chairman and general manager of SIIC Investment Company Limited, the chairman of The Tien Chu (Hong Kong) Company Limited, the vice president of SIIC Investment (Shanghai) Co., Ltd., the chairman of Nanyang Brothers Tobacco Co., Ltd. and the chairman of Wing Fat Printing Company, Limited, the vice executive president of Shanghai Industrial Holdings Limited, etc.

Professor Chan is the Chairman of WeLab Bank and Senior Advisor of WeLab, a leading fintech company in Asia with one of the first virtual banks established in Hong Kong.

Professor Chan was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017. Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). He is currently Adjunct Professor at HKUST Business School.

Professor Chan received his bachelor’s degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.

In the past, Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, member of Competition Commission, Non-Executive Director of The Hong Kong Mortgage Corporation Limited, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation.

Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.

Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.

Ms. Teresa Cheng, Senior Counsel, is an arbitrator, mediator and chartered civil engineer. She is currently the adjunct professor, course director of International Arbitration and Dispute Settlement Program and the Secretary General of the National Research Center Foreign-Related Rule of Law at Tsinghua University. She is also a member of the World Bank’s International Centre for Settlement of Investment Disputes (ICSID) Panel of Arbitrators. She was designated as an ICSID arbitrator by the Chairman of the ICSID Administrative Council in 2011 and by China in 2017. She serves on the Expert Committee of the China International Commercial Court, Standing Committee of the Zhonghua Research Institute of Judicial Studies and the Expert Committee for the Establishment of International Commercial Arbitration Centers, appointed by the Ministry of Justice of PRC.

Further, she was one of the founders of the Asian Academy of International Law (AAIL). She is currently a co-chairman of AAIL.

She has acted as counsel and sat as arbitrator in investment disputes and also rendered decisions as member of ad hoc committees dealing with application for annulment of ICSID awards. She has also been involved in a variety of commercial disputes as counsel or as arbitrator in many jurisdictions and applied a number of foreign applicable substantive laws governing the disputes. She was the Chairman of the Hong Kong Branch (now known as East Asia Branch). In 2008, she became the first Asian woman elected through a global election of all branches as President of the Chartered Institute of Arbitrators.

Ms. Cheng was the former Secretary for Justice of the Hong Kong SAR from 2018 to 2022, where she participated in the promulgation of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region and the improvement of the electoral system. She also represented the Hong Kong Special Administrative Region in signing and implementing various mutual arrangements with the Supreme People’s Court of PRC. Prior to that, Ms. Cheng was a member of the World Bank’s Sanctions Board and also arbitrator at the Tribunal Arbitral du Sport.

Ms. Cheng is also a Past Vice President of the International Council of Commercial Arbitration (ICCA), a Past Vice President of the ICC International Court of Arbitration, and the former Chairperson of the Hong Kong International Arbitration Centre (HKIAC). She also served as Deputy Judge/Recorder in the Court of First Instance of the High Court of Hong Kong SAR from 2011 to 2017.

Dr. Thomas So is a partner of Grandall Zimmern Law Firm with experience in advising on shareholders and equity-related disputes, property-related, libel and media-related litigation work, as well as litigation and arbitration in the PRC.

Dr. So was a founder member of eBRAM International Online Dispute Resolution Centre (eBRAM) and has been appointed Chairman since 2020. Dr. So is the past president of The Law Society of Hong Kong and a member of multiple arbitration and mediation committees in Asia, committed to promoting and improving the standard of legal and dispute resolution services in Hong Kong.

In January 2018, Dr. So was appointed as a member of the Chinese People’s Political Consultative Conference. He was commissioned as a mediator of Guangdong Court for Cross-border Commercial Dispute Resolution in the Guangdong-Hong Kong-Macao Greater Bay Area by The High People’s Court of Guangdong Province for 3 years. He obtained his Doctor of Laws from Tsing Hua University and has been frequently invited to be a lecturer by various universities in the Mainland.

Mr. Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.

He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr. Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.

Mr. Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr. Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

Mr. Antony Chan is currently the Vice President of the Federation of Filipino-Chinese Chambers of Commerce and Industry Inc. (FFCCCII), and also the Adviser of the Belt and Road Committee. The FFCCCII established the Belt and Road Information Center in 2019, with Director Xu Yousheng of the State Council Overseas Chinese Affairs Office personally attending the inauguration ceremony of the Information Center at FFCCCII.

He was the President of Hong Kong Chamber of Commerce of the Philippines Inc. (2016-2018) and holds the position of Honorary President of the Garment Manufacturer’s Association of the Phil. Inc.

Mr. C.M. Chan was the President of The Law Society from 2021 to 2024. He currently serves on a number of statutory bodies, including the Hong Kong Institute of Certified Public Accountants (HKICPA) Disciplinary Panel, the Land Survey Disciplinary Board Panel, the Law Reform Commission and the Trade and Industry Advisory Board. He is an external examiner of the Department of Professional Legal Education, The University of Hong Kong, and the School of Law, City University of Hong Kong. Mr. Chan is also an adjunct professor of the Department of Accountancy, Hang Seng University of Hong Kong. Mr. Chan is qualified to practise as a solicitor in Hong Kong and England and Wales. He is also a Civil Celebrant, Registered Financial Planner, and Chartered Tax Advisor. Mr. Chan is now a General Counsel of an investment company, a part-time consultant of a Hong Kong law firm and a London Law firm. He is also the Head of the Centre for the Rule of Law of local think tank Hong Kong Policy Research Institute.

Mr. Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.

Before joining the Government, Mr. Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr. Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.

Mr. Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

Mdm. Li joined the Group in 2024. She is Deputy Chief Executive of the Group. Prior to joining the Group, Mdm. Li served as CEO, Executive President and Executive Director of BOC International Holdings Limited. She joined BOC in 1993 and had worked in Henan Province Branch, Shenzhen Branch and Sydney Branch. Mdm. Li possesses a wealth of experience in the realms of commercial banking, investment banking and global financial markets, complemented by an international vision. Mdm. Li has a Bachelor’s Degree in International Trade from Dongbei University of Finance and Economics, and a Master’s Degree in Business Administration from Tsinghua University.

Dr. Ma has long been committed to the promotion of sustainable development and green finance, and has been widely influential both domestically and internationally. In China, Dr. Ma serves as the Chairman of Green Finance Committee of China Society for Finance and Banking, the President of Institute of Finance and Sustainability, a member of the National Expert Committee on Ministry of Ecology and Environment of the People’s Republic of China, Director of the China Environmental Protection Foundation, and Special Advisor to the China Council for International Cooperation on Environment and Development, and a member of the Advisory Committee of the Green Belt and Road Initiative Center(BRIGC).

In Hong Kong, Dr. Ma is the Chairman and President of Hong Kong Green Finance Association, Chairman of Sprinkles Charity Foundation, member of the Hong Kong Council for Carbon Neutrality and Sustainable Development, and a member of the Chief Executive’s Policy Unit Expert Group.

Internationally, Dr. Ma served as Co-Chair of the G20 Sustainable Finance Working Group (G20 SFWG), Co-Chair of the Steering Committee of Green Investment Principles for the Belt and Road (GIP), and Co-Chair of the International Platform for Sustainable Finance (IPSF) Sustainable Finance Standards Working Group.

Over the past three decades, Dr. Ma has served as a member of the Monetary Policy Committee of the People’s Bank of China (PBOC), Chief Economist of the Research Bureau of the PBoC, Managing Director and Chief Economist of the Greater China Region of Deutsche Bank (Hong Kong), as well as in professional positions at the World Bank and the International Monetary Fund (IMF), among others.

Wilfred Yiu was appointed Deputy Chief Executive Officer of Hong Kong Exchanges and Clearing Limited on 1 March 2024.

In addition to this role, Mr. Yiu acts as Co-Chief Operating Officer and Co-Head of Markets, with oversight of HKEX’s Markets and IT divisions. He is also Chief Executive of HKEX’s wholly-owned subsidiaries, The Stock Exchange of Hong Kong Limited and Hong Kong Futures Exchange Limited.

Mr. Yiu joined HKEX in 2019 as Head of Markets and was named Co-Chief Operating Officer in 2023. Since joining the Group, he has played a leading role in strengthening HKEX’s market infrastructure and diversifying its product and service ecosystem. He oversaw the launch of major initiatives including significant expansion to the Connect Programme, enhancement of Hong Kong’s role as Asia’s ETF marketplace, the rollout of the HKD-RMB Dual Counter Model and Derivatives Holiday Trading, providing investors with greater opportunities and wider cross-border market accessibility.

Mr. Yiu has nearly 30 years of experience in international capital markets and has worked at global banks in the US, Mainland China, and Hong Kong. Prior to joining HKEX, he had a 20-year career with Goldman Sachs, where he was last Deputy Chief Executive Officer and Chief Operating Officer at Beijing Gao Hua Securities Company, a joint venture of Goldman Sachs in Mainland China, and was responsible for the company’s China sales and trading businesses. Previously, Mr. Yiu was Head of Credit Structured Products for Asia at Goldman Sachs in Hong Kong.

Mr. Yiu is a member of the Supervisory Committee for the Tracker Fund of Hong Kong and a member of the Advisory Committee for the Securities and Futures Commission. He is also a member of the Hong Kong Academy of Finance, an advisory board member of Research Institute for Business, and a Professional Fellow of the Honours Academy of The Hang Seng University of Hong Kong. He served as a governor for the board of the Dalian Commodity Exchange in China from 2015 to 2017.

Mr. Yiu holds a Master’s degree in Computer Science from Stanford University and an MBA in Finance from the Stern School of Business at New York University.

His Excellency Dr. SAR Senera is currently an Attorney-at-law in tandem with serving as the Deputy Secretary General of the Cambodian Investment Board, the Council for the Development of Cambodia.

From 2014 to 2018, he was a Member of the Council of Jurists ranked equivalent Under-Secretary of State. Between 2013 and 2023, he had been the Director of Legal Affairs and Investment Law Department. His Excellency Dr. SAR has had over 13 years of practical experience in drafting a myriad of legal frameworks, inclusive of the Sub-Decree on the Implementation of the Law on Investment (2023), Law on Investment of Cambodia (2021), Cambodia-UAE Comprehensive Economic Partnership Agreement (2023), Cambodia-Korea Free Trade Agreement (2021), Cambodia-China Free Trade Agreement (2020), Regional Comprehensive Economic Partnership (2020), ASEAN-Hong Kong Special Administrative Region, China Investment Agreement (2017) and other several Bilateral Investment Agreements, Commentaries on the Civil Code of Cambodia (2009), and Textbook on the Civil Code of Cambodia (2009).

He also served as a legal officer at the Ministry of Justice for five years prior to being an Adjunct Lecturer of Civil Law at the Royal Academy for Judicial Professions in 2013 and various other law schools in Cambodia between 2005 and 2009. His Excellency Dr. SAR is a holder of Ph.D. and an LL.M. in Comparative Law Special Program in Law and Political Science from Nagoya, Japan since 2011. In 2003, he received an LL.B. with honors from the Royal University of Law and Economics, Phnom Penh, Cambodia. His academic background is also accompanied by luxuriant training courses abroad.

Dr. Kao Kim Hourn’s career has focused on strengthening Cambodia’s international relations, particularly in ASEAN, driving policy advocacy and promoting research, education, and development. Dr. Kao had served as a two-term Minister Delegate attached to the Prime Minister of the Kingdom of Cambodia, from 2013 to 2022. He has authored dozens of books and articles on Cambodia and ASEAN.

Dr. Kao is a Member of the Supreme National Economic Council, a Senior Fellow at the Jeffrey Cheah Institute on Southeast Asia, and a Member of the Global Council of The Asia Society. He serves as a Member of the Board of Directors for the Cambodian Institute for Cooperation and Peace and the Worldwide Support for Development.

With the mission of providing education to the disadvantaged Cambodian youths, Dr. Kao established The University of Cambodia in 2003 and continued to serve as the university president until he stepped down in October 2022.

For his services to Cambodia, Dr. Kao received the Royal Order of Cambodia, the Royal Order of Sowathara, and the Grand Order of National Merit, among others. He was also awarded an Honorary Doctorate of Public Service from Ohio University in the United States, in 2007, and an Honorary Doctorate in Literature from the Kalinga Institute of Industrial Technology in India, in 2014. In addition, Dr. Kao received an Honorary Doctorate in Political Science from the Busan University of Foreign Studies, in the Republic of Korea, in June 2023, in recognition of his work and contribution to ASEAN. In recognition of Dr. Kao’s achievements in the field of political science and international affairs, he was conferred the Honorary Title of “Guest Professor” by Zhengzhou University, in Henan Province, the People’s Republic of China, on 15 October 2023. Most recently, Dr. Kao Kim Hourn was conferred an Honourable Member of the International Advisory Board of the Institute of ASEAN Studies at the University of Oxford, United Kingdom, on 2 November 2023.

Dr. Kao started his career with the work in the think tank in Cambodia, dedicated to ASEAN and international affairs, after his return from his studies in the United States, in January 1993. He later joined the Royal Government of Cambodia where he had served, from August 2001 to August 2013, in a variety of capacities, including a post as Secretary of State of the Ministry of Foreign Affairs and International Cooperation, for two terms, from 2004 to 2013.

Dr. Kao completed Bachelor of Arts in Asian Studies from Baylor University, Master of Arts in Political Science and Master of Arts in International Studies from Ohio University, and Doctor of Philosophy in Political Science from the University of Hawaii at Manoa.

He is married with two adult children who live in Phnom Penh.

Dr. Jonathan K S Choi is Chairman of the Hong Kong-based Sunwah Group, Chairman of the Hong Kong-listed Sunwah Kingsway Capital Group, Chairman of VinaCapital Group of Vietnam and Independent Non-executive Director of BOC Hong Kong (Holdings) Limited. Established in 1957, Sunwah’s business now covers eight principal areas: Seafood & Foodstuff, Real Estate, Financial Services, Technology, Media, Infrastructure Education & training and Green Tech & Health Care. These mainly include: Standing Committee Member of National Committee of Chinese People’s Political Consultative Conference (NCCPPCC) of the P.R.C.; Deputy Director of the Committee for Education, Science, Culture, Health and Sports of the 12th term of NCCPPCC; Hong Kong, China’s representative (2015-20) to APEC Business Advisory Council (ABAC); Executive Director of China Overseas Friendship Association; Chairman of the Hong Kong Chinese General Chamber of Commerce; Chairman (Hong Kong) of Mainland China-Hong Kong Belt and Road Business and Professional Services Council; Co-Chair of the Belt & Road Industrial and Commercial Alliance (BRICA); Chairman of Guangdong-HK-Macao Bay Area Entrepreneurs Union; Council Member of Hong Kong Trade Development Council; Founding Chairman of the Hong Kong – Vietnam Chamber of Commerce; Founding Chairman of Hong Kong – Korea Business Council and Chairman of the China Hong Kong Israel Technology Cooperation and Promotion Center etc.

In 2015, Dr. Choi was conferred the ‘Friendship Order’ by the President of Vietnam and became an Honorary Ambassador of Foreign Investment Promotion for Korea from 2015 to 2019 respectively. In January 2019, Dr. Choi was awarded the Medal of Merit on Education by Macau S.A.R. Government and was awarded an honor of ‘Friends of Diplomacy’ by the Commissioner of the Ministry of Foreign Affairs of P.R.C. in Hong Kong for his tremendous contribution on implementing non-official diplomacy, promoting Chinese culture to foreign countries. In November 2022, Dr. Choi was conferred The Order of the Rising Sun, Gold Rays with Neck Ribbon by Japanese Government. In September 2023, Dr. Choi was conferred the ‘Officier de la Légion d’Honneur’ by the French President and was conferred the Royal Order of Sahametrei – Moha Sereyvath by Kingdom of Cambodia in January 2024. Dr. Choi has been awarded the Grand Bauhinia Medal (GBM), the Gold Bauhinia Star (GBS) and Justice of the Peace (JP) by the HKSAR Government for his meritorious public and community service.

Mr. John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master’s degree of Public Policy and Administration from Charles Sturt University in Australia.

Mr. Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.

Mr. Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr. Lee was also responsible for supervising the work of nine policy bureaux, harmonizing the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.

Mr. Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People’s Government on 20 May 2022. Mr. Lee assumed office on 1 July 2022.
